Hi,
Please understand that Santosh has provided the wrong link about the article How to configure an authoritative time server in Windows Server. The link I provide below is the right link about
the article, we could refer to it to configure the time server.
How to configure an authoritative time server in Windows Server

Since we have created a domain and promoted the Windows Server 2008 machine as an DC in the domain, I suggest we could refer to the following articles about Windows Time Service in the domain.
How the Windows Time Service Works
http://technet.microsoft.com/en-us/library/cc773013(v=ws.10).aspx
Windows Time Service Tools and Settings
http://technet.microsoft.com/en-us/library/cc773263(v=ws.10).aspx
Also, the article Meinolf provided is useful to us, please try to reconfigure the time zone to see if the issue could be resolved.
Regards,
Andy
