is it still possible to add filtering in sql data sync? if so, how?

I've gotten sql data sync up and working fine, but was trying to implement the row-level filtering that's mentioned in the docs.  I finally tracked down part of the help in the 'sync rules' section that says I have to use the Silverlight portal.

There's also this MSDN page that confirms the Silverlight UI is required to do so, but doesn't give an actual link for it, instead just including the literal text "<LINK>"

However, when I go to the old Silverlight UI at https://windows.azure.com/ it states that only Caching is surfaced there now, and I don't see how to access anything related to SQL Database there.

What am I missing?  More importantly, how can I create a sync group with row-level filtering? :)

Nope, I just gave up on it.  Since there's been many portal updates in the year since this, I'm guessing this is no longer an issue in the current UI, but I haven't looked at it since.
