installation error

I am trying to install an add-in for a database program running on Windows server 2008. it fails with an error of 1402, no access to

a registry key. I am installing as administrator so I know I should have permission. I have tried editing permissions to the registry key to no avail. would appreciate any suggestions

I'd ask the database or add-in developer.
