PDF search is already active in Office 365.  You couldn't install the pdf iFilter even if you wanted to since that requires server access.  But searchable PDF files should already be indexed by default.

You don't really need to configure it.  Its on by default.

But it does not search within the PDF like the iFilter on prem. It will find the PDF file through meta data.

I understand the only way to search within the PDF is to OCR scan the document then Search will work within the file.

The need for OCR is dependent on the type of PDF file being indexed.  Some PDFs are images of text and require OCR to be indexed (which is not available in O365).  But most PDFs today are text based and fully index-able.  OCR isn't a default for the iFilter on-premises either it is a custom install.  The default iFilter used on-premises is the same one used in Office 365 and will index more than metadata if the PDF contains index-able text.
