I think you can use two separete GPOs one for Administrator Account and one for limited User which are configured to use Loopback Group Policy

Hi, As Mtrx said, you can create two OU , move user accounts and administrator accounts into different OU and link separate group policy to them. In the individual group policy, you can define the different settings according to your demand. Hope this helps
