I have share point enterprise 2013

how can I design forms without info path?

is there any free professional apps can do that ?

or can I design my forms by HTML and make it as a default display view and how ? 

I don't want to use info path because I have QRcode and Info path doesn't support it also I have some JS on the form ..

You cannot design InfoPath forms without InfoPath client (w/license).

I have heard of a product which does similar forms, but I never used it so I cannot refer it in this forum.

you can create forms using SharePoint designer to change default form view.
