If two machines are on different subnets, and you need them to communicate, then yes, you do need a router. The two machines you posted with different IP subnets, are on different subnets. Where is the 192.168.1.1 server located, and where is the 10.0.0.1 server located? In the same office, or different offices? What IP does the spare computer have? Where is it located? You said the two servers are currently connected. How are they currently connected? Is there a router currently between them? Please elaborate and provide specific information so we can get a better understanding of your infrastructure to provide specific assistance. I think the easiest first option is to add another NIC into the 2003 server and configure that NIC to participate on the 192.168.1.x network. Otherwise, you'll have to build that spare computer and either enable RRAS or IP Forwarding, OR visit your local technology retail store and purchase a consumer based router. Unless you have other requirements, IP Forwarding sounds like the second Option, if you are unable to simply add a second NIC either of the servers.
