when i type the following command in cmd:

ADSCPRegister.exe  unregisterscp http://rms.adatum.com/_wmcs/certification

i get the following error:

• ADSCPRegister.exe is not recognized as an internal or external command, operable program or batch file.

how can i solve this problem.

Yes, adscpregister is not a powershell cmdlet, but it is part of RMS administration toolkit: http://www.microsoft.com/en-us/download/details.aspx?id=1479

Check PATH in environment variables, whether it has the path of your ADSCPRegister.exe (run echo %PATH%).
