connect to to hosting provider system center

it's possible to create in system center different users, based on the customer to let them manage their own resources and virtual machine? thank you

This is what Windows Azure Pack is built for.  Go check it out.

Could this be done with SCVMM alone?  Yes, but you have to sort it all out, and the customers have to install the management console and then you have VPN requirements.  Messy.

thank you for the answer, ok for AP, but if i don't want it? if i create a vpn, then do I have to create a host group for the customer or just a cloud? then can he manage it with a system center console from on prem? do you know where i can find some documentation on this?

Host Groups give some access to the underlying systems.

Clouds abstract all of the underlying systems and the customer only consumes capacity.

Clouds are what you most likely want.

And there are tons of guides about SCVMM user roles, clouds, etc.  However, you will probably not find anything that is exact to your situation, just because it was not a designed for scenario.
