how do i set SCVMM to turn off idle vm being automatically?

That requires either a PRO action or a management layer that manages it - such as Visual Studio ALM, a PowerShell script, XenDekstop, or Remote Desktop VDI.
SCVMM by itself will not do this.

if I use the power shell where I can find the script?
whether the script is written in SCVMM server?
