Hello handahanda,
Does computer have been joined to the domain?
If so, I suggest creating a public domain account for computers, as you know, local account can be controlled by domain group policy.

Hello Handahanda,
You certainly can do it by using local group policy, but it's time consuming job.

Hello Handahanda,
If user logs on as domain account, you certainly can do it by using domain group policy from DC. If user logs on as local account, user configuration will be not applied by domain group policy.
