active directory - create exchange account while creating user account

on our old server (didn't set it up) when I create a user account, I automatically get an option to create an email account. I have recently promoted another server to be a dc and that option is not there. Not sure what if anything I have to install. We
have server2003

Hello,
if the new server is also Windows server 2003 you have to install the Exchange 2003 management tools from the Exchange 2003 installation disk.Best regards
