Meinolf what the difference between both the commands
w32tm /config /syncfromflags:domhier /update
The above command will follow the domain Hierarchy isnt it ?
AND
net time \\servername /set
The above command will not follow the heierarchy insted it will synch the time from that particular server isnt it ?

By default, Windows-based computers use the following hierarchy:
All client desktop computers nominate the authenticating domain controller as their in-bound time partner.
All member servers follow the same process that client desktop computers follow.
All domain controllers in a domain nominate the primary domain controller (PDC) operations master as their in-bound time partner.
All PDC operations masters follow the hierarchy of domains in the selection of their in-bound time partner.
We don’t need to configure client manually. However, if the client is not working properly, try Meinolf’s suggestion:
Configure a client computer for automatic domain time synchronization

you use a specific server with \\servername w32tm use the
domain hierarchie. So no specific DC. Additional net time is replaced with w32tm since Windows server 2003, more details about you will find here:

had tried net time \\servername /set. and issue the command net time on command prompt. the time displayed on the command prompt is correct.
But the time displayed on the taskbar is different, why is it? any ideas? thank you.

Please check you time zone in the setting it should match with the server as well
