Windows update always hangs
Whenever I start Windows Update (or whether it starts automatically) it'll download a few MB's then hang and won't start again at all. Any attempt to open the Windows Update website then will result in IE hanging. When this happens the BITS service also
hangs and cannot be stopped or controlled via bitsadmin.
The only way to recover from this situation is to disable the BITS service, restart, delete the
C:\WINDOWS\SoftwareDistribution directory and enable BITS again, however this only causes Windows Update to download a few MB's before it'll hang again.
This happens on two different computers, both running Windows Server 2003. I'm completely clueless here. Any help will be appreciated.

Try the below steps:
1. Set the Services "Background Intelligent Transfer Service" and "Windows Update" to Disabled.
2. Restart the server.
3. Renamed C:\Windows\SoftwareDistribution to SoftwareDistribution-Old.
4. Restart the server.
5. Set the "Background Intelligent Transfer Service" to Automatic and "Windows Update" service to Automatic (Delayed).
6. Start the BITS and WU services.
7. Opened the Windows Update and configured it to Automatic download and install of all updates (including non-critical).

I agree with others, we could try to refer to the methods they provided to test the issue. If the issue persists after trying this, please also try to reset Windows Update components to see
if it can work. For details, please follow the steps mentioned in the article below.
