Windows server 2008 R2 activation problem
Hi,
unfortunately, this issue is Xen related, not Windows related.
I'm not a citrix specialist at all, but i do remember you have to configure the vdisk to support Volume licensing, even dependent on the type of Volume licnese key you use (KMS vs MAK). Retail or OEM keys might not work becuase of the hardware presented
by Xen changes too much.
I suppose your fastest way out will be to re-post your question in the citrix forums:

Make sure you include detais on the type of license/key you are using (OEM, Retail, MAK, KMS)!MCP/MCSA/MCTS/MCITP

Is it possible that your are using a differencing disk for the VM on Xen? Maybe it's set to remove the differencing disk on shut down/restart.

Can you check the following link first:

I don't have any experience on Xen, and I don't know the Xen equivalent of differencing disks, but basically it's like telling the VM host to remove all changes on the VM's disk since the last shut down. So every time you start the VM, it's like a fresh
VM. This is handy if this VM will be used in a school lab etc.
The easiest way to test is to create a file on the desktop of the VM, then shut it down, power it on and check if the file is still at the desktop.

Hello,
For 2008 :
1. Go to following folder C:\Windows\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft
2. Right click SoftwareLicensing folder, in the security add user slsvc ( NT Service\slsvc –
local service account) and provide full control.
3. Reboot and see if machine is activated.
For 2008 R2 :
1. Go to following folder C:\Windows\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft
2. Right click SoftwareProtectionPlatform folder, in the security add user sppsvc (NT
Service\sppsvc – local service account) and provide full control.
3. Reboot and see if machine is activated.
P.S. : Please note the difference between 2008 and 2008 R2 fix. Also note that, AppData is
a hidden folder !
Please have a look at MS KB article below more details.
