Windows Server 2008 Network Access Issue
When using explorer or an application to get to a network resource if you use the convention
\\servername the connection fails with a generic error message. If you use the FQDN it is successful. You can ping by the NetBIOS name successfully. This wil fix itself temporarily after rebooting but then the problem reappears.

I get the following error when I run browstat:
'browstat' is not recognized as an internal or external command,
operable program or batch file.
This is an R2 server and it only exhibits the problem when going to a particular NAS device. Other servers have no problem accessing the same device. The problem server can access it for a short time after a reboot then it starts again.

It is not a browsing issue. If I do Net View I can see all the machines. Even the one I cannot connect to. Restarting the Workstation service allows me to connect but only temporarily.

If you're browsing across subnets then you'll likely need a WINS server.

We have 3 of them.
I'm leaning towards this being an AV or Acronis problem as it seems that we lose the ability to connect after a backup process occurs.

I did the NBTStat tests yesterday and even added the host to the LMHosts file. After nbtstat /RR the host showed up in the local table.
It is not a browse or name resolution issue but a "connect using netbios name issue".
