Windows Server 2003 R2 Services Recovery Option not functioning
I have a Windows 2003 R2 Server. Services (services.msc) Recovery tab options have been setup to Restart Service after 1st and 2nd failures, on the third (subsequest) failure, a program should run to notify specific teams that the service has stopped and
not auto-restarted.
The service crashes and the Recovery tab responses are never adhered to. I cannot see the service attempt to restart after the first or second failures. I have tested this multiple times with the same results.
Does anyone have any insight as to why this may be occurring and any suggestions for a fix?

The service is a 3rd party port monitoring service that is available in services.msc after the software is installed. The service is responsible for detecting and routing print jobs between ports and printers. The following are the 4 errors
I am seeing in event logs causing the crash however, after this I never see an entry in the log where the service attempted to restart;

Hi,
Please let me know if other Windows built-in services can recover if crash?
If only the third party services cannot recover, you’d better contact your vendor support for further assistance.
If the built-in services also cannot recover, please run SFC /Scannow to scan and repair the system files.
