Windows Server 2003 - limitations regarding incoming and outgoing TCP/IP connections
Are there any limitations for Windows Server 2003 regarding the incoming and outgoing TCP/IP connections?
If so, how to change/modify these limitations?

In addition with Dave’s suggestion ,you may like to consider to use windows build in firewall , it may achieve your goal.

Meanwhile, if you are using window server 2003 as a router, then you may like to consider the inbound and outbound filter feature on Route and Remote Access Services.
