Windows SBS 2008 Windows Server Backup recovery problem

I am backing up to a NAS target using ISCSI with the Windows Server Backup tool. The only backup available for recovery (in bold) is the last one. I have been backing up to this device since April 2015, but looking at the Details of backups, 184 of them are from pre March 2013. I expected the new backups to start rolling off the old backups but it is only creating a current backup. Does anyone know what I have misconfigured or misunderstood about the way this should work?

I have seen similar issues when the backup routine is modified or just stops running and I have to open it as if editing it to get it to work again. It then sees all old backups as being for some other backup routine and won't touch them. You have to del them yourself to make room.
