Unfortunatley the BITS service never was the issue. The real issue is the windows media service will not start and it comes up with that error code. I would like to find a fix for windows media server services not starting. Here is the specific error code.Event Type:ErrorEvent Source:Service Control ManagerEvent Category:NoneEvent ID:7024Date:8/18/2009Time:10:05:08 AMUser:N/AComputer:CL-T091-271CLDescription:The Windows Media Services service terminated with service-specific error 2147942487 (0x80070057). For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.I also noticed this in the application log entryEvent Type:ErrorEvent Source:COMEvent Category:NoneEvent ID:10022Date:8/18/2009Time:10:05:08 AMUser:N/AComputer:CL-T091-271CLDescription:The application-specific access security descriptor for the COM Server application C:\WINDOWS\system32\Windows Media\Server\WMServer.exe is invalid. It contains Access Control Entries with permissions that are invalid. The requested action was therefore not performed. This security permission can be corrected using the Component Services administrative tool. For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

This seems to be the most appropriate article, it's listed in the WS2003 bugfix page : http://support.microsoft.com/kb/829393/Usually the error is related to "server cannot create object", in thiscase .NET1.0 CLR is implicated.DevaDon't do what others say - listen to them, but do what you feel good doing.
