Hi, In addition to the Microsoft KB article “Meinolf Weber” provided, I also would like to provide you two more troubleshooting suggestions for this issue. 1. Make sure that the Windows Installer service is enabled and started via Services.msc. 2. Export the registry [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver] as a backup via Regedit and import a good one from the same operating system edition on another computer.
