Windows 3.1 on Hyper-V Server

I am unable to install Windows 3.11 on my Hyper-V Server.

Installation gets up to the Windows Setup screen the i cannot input anything. Mouse and keyboard stops working 

I have done a bunch of research all off them saying to use VMWare or Virtual PC but none with a resolution for Hyper-V.  So i am coming to the source for help. I know this is not a high priority but it will be nice to have for educational purpose.

I am trying to install Windows 3.1 on a Hyper-V on a Windows Server 2008 R2 server, more spec below;

I haven't had to try this, but I think that hyper-v doesn't have The drivers for that old of load a problem with versions from 98 and earlier?

Is your version of OS the free hyper-v server 2008 R2? Is it installed in Core or GUI mode?

Is your version of OS the free hyper-v server 2008 R2? Is it installed in Core or GUI mode?

Yes it is installed on the Free Hyper-V, just Core.
