Windows 2008 R2 MUI for French
I download this file off MS site..Is this the correct file for Windows 2008 R2 STD MUI French?
Windows6.1-KB974587-x64-fr-fr.exe
When I run it I see a file called lp.cab being create then it would disappear...Any idea?

Yes, that is the correct file.
I installed it a month ago and I had the same thing. Please make sure now that you are able to change your display language to frensh. The disappearance of the .cab file does not mean that there is a problem.

Each language pack is a .cab file. The language pack .cab files are grouped into .img image download files, Windows Language Packs file (lp.cab) is usually in .CAB compressed format.
