Windows 2008 R2 Ent fresh install update error 9C48
I have just done a fresh install of Windows 2008 R2. I immediately ran updates and received the following error after some updates were done: "Code 9C48 Windows Update encountered an unknown error." This error occured when trying to install the following update "Windows Internet Explorer 9 for Windows Server 2008 R2 for x64-based Systems". I have tried to download and install IE9 manually and also tried to reinstall the OS and do updates again. Nothing has worked. Any suggestions?Joseph Kejr

That service is already set to Manual and it is already Started. I downloaded IE9 from Microsoft. I tried to install this manually it shows dialog saying "Internet Explorer did not finish installing. Setup can't continue because a more recent version of Internet Explorer is installed on your computer." I then uninstalled IE9 from Add/Remove Programs and reinstalled it with my download. It appeared to work. Then I tried the updates again and received the same initial error when trying to install the same update as stated in first post.Joseph Kejr

I am having the exact same problem, only I am using Server 2K8 R2 DataCenter. I have done two fresh installs today and both end up the same way. I did a server build yesterday and had no problem. I am stumped.

I have the same problem. Four brand new servers from Dell with windows server 2008 R2 pre-installed. They want about 60 updates from microsoft update (which is ridiculous, but I digress) all updates succeed including IE9, but then Microsoft Update wants to install IE9 again, which of course fails because it's already installed. You can uninstall it and reinstall it with no errors, through microsoft update, but the same thing comes around again, Microsoft Update never recognizes that IE9 is already installed, and keeps failing trying to install it again. Please advise Thanks Bill

I have the same problem. Fresh install of Windows 2008 R2 Server Enterprise 64bit running inside Hyper-V. I tried reinstall, install on a different virtual machine (same Hyper-V host) and have the same error. What I did was ... - Fresh install of Windows server 2008 R2 with SP1 ent - Install all update (including IE9) - Restart server after update - Go back to Windows Update and IE9 still listed on the important updates list. It will give Error Code 9C48 when apply update again. - I can uninstall IE 9 from Control panel and let the windows update going. However, after reboot, IE 9 still listed in the important update.

I am having the same issue. Just re-installed Server 2008 R2 Standard, did the first round of automatic updates, rebooted, and now Windows Update is stuck on IE9 (even though it is already installed) giving error 9C48. SFC /scannow --> WRP did not find any integrity violations. On past attempts, WMI hung when I tried to restart it. This time restarted without an issue, but no change. Looking through WindowsUpdate.log, I see the following: "Success Content Install Installation successful and restart required for the following update: Windows Internet Explorer 9 for Windows Server 2008 R2 for x64-based Systems" It seems to have failed to install kb2511455 at some point though.

Having the same issue here on a Windows 2008 R2 standard install. Went through all of the above troubleshooting steps, including uninstalling and reinstalling IE9, but still getting the 9C48 error when the update fails.

Same Issue here. Fresh install of Windows 2008 R2 SP1. IE9 is causing the same error code 9C48. My guess is that it has to be a Windows update server issue. I've done several installs and IE 9 always installs no problem, but it looks like everyone who's done it in the last 15 hours is having that issue.

All of you please read this after doing an intensive study on different logs generated in past 12 hours I have found that During periods of heavy download traffic, the Automatic Updates service can reschedule download requests on a day-to-day basis. This rescheduling can occur over several days. http://support.microsoft.com/kb/910340 you guys may do the below procedure and make it sure that its due to heavy traffic The Automatic Updates service is designed to resume and complete the download as quickly as possible. Usually, the update will usually be downloaded and installed in several days. However, you can manually install the updates. KB2636573 patch did not work for me neither. - Fresh install. - Download and apply KB2636573 patch. - Reboot - Start-> All Programs -> Windows Update -> install all important updates (that automatically includes the IE9) - Finish update and reboot - Start-> All Programs -> Windows Update -> install all important updates -> Check for updates - 1 important update available which is IE 9 again .

Same issue here. I installed two fresh servers and both failed. I have uninstalled and reinstalled IE 9 on both. Same issue. Tried using an installation file I had downloaded previously and used successfully in the past. After first receiving an error that a more recent version was already installed. I uninstalled the IE9 update and was able to run the installation. Windows update still wants to install IE9 and fails with error code 9C48. Update troubleshooter is nop help. I tried stopping the Windows Update service and then removing all files from C:\Windows\Software Distribution but I kept receiving different messages about this or that service with an open handle to the file. I restarted in Safe Mode and was able to remove the file. Restarted the machine, ran Windows Update, it looked good as it asked me to check for updates, but it came back with IE9.

I reinstalled everything as follows: Reinstalled Server 2008 R2 Std Set password, closed initial config and server manager windows Opened IE, set custom defaults, version is 8.0.7601.17514 Downloaded and installed IE9-Windows7-x64.exe (required enabling file downloads temporarily) Opened IE, set settings (do not use defaults), version is 9.0.8112.16421 Restarted, logged in, closed initial config and server manager windows enabled automatically downloading updates, check for updates, install updates accept EULA for WMSRT ... "Some updates were not installed ... Failed: 1 update Error(s) found: Code 9C48" I tried again, but this time stopped before updating. Although I installed IE9 manually, it still shows up as a required update in Windows Update. KB2675157 also doesn't show up, so I guess it was automatically downloaded by IE9 setup?

Exact same problem, tried 2 fresh server 2008 r2 standard installs. Get error 9c48 when trying to install update named "Windows Internet Explorer 9 for Windows Server 2008 R2 for x64-based Systems" 35.5MB, Published 5/31/2011. Tried uninstalling and reinstalling IE9 as well.

Tossing my hat into the ring as well - glad to see I'm not alone in this; I was going crazy! I've done both a fresh install and from a sysprep'd image on our Hyper-V environment of 2008 R2 Standard with SP1. KB2675157 was installed automatically during the first round of updates (about 60 or so), as was IE9. IE9 is running and functional on the virtual machine, but Windows Updates still says that it's an important update, then fails with the 9C48 error code.

Just contributing to the volume of people experiencing this issue. I have been fighting it since saturday, and I just now found this forum. Here are my attempts to fix, which did not work: 1. Uninstall IE9/attempt to re-install, I get an error(Error 9C48) 2. Download/Install Fresh copy of IE9, I get an error(IE Did not finish installing, Setup can't continue because a more recent version of IE is installed on your computer.) 3. sfc /scannow, no errors found, still receive same errors when attempting to install. 4. Uninstalling IE9 in the updates, then uninstalling IE9 through add/remove programs, then reboot, and attempt to install the update then, I still get the initial error(Error 9C48) I certainly hope M$ gets on this one, quick.....

I am also having the same issue. I looked at the C:\Windows\SoftwareDistribution\Downloads folder and found a "Install" folder. The date stamp matches my attempt of this update. I renamed the folder to installold and tried to run the update again. Still failed an created a new install folder. I try to run the exe inside of it. It errors out stating that a more recent version of IE9 is on the system. I then uninstalled IE9. Ran the exe from the install folder this update created and it actually downloaded the full IE9 again and installed it. Awesome right? Not so much the update still shows after clicking check for updates and rebooting.

Hello, I have had the same issues as everybody else (New Windows Server 2008R2 in a VMware enviroment). After installing IE9 update Windows Updates still prompts to download IE9 again and fails with the Code 9C48. I have sense created another new VM and installed all updates (Including IE9) EXECPT for any update that was released on 4/10/2012 (skipping KB890830, KB2679255, KB2653956, KB2656373, and KB2675157) and everything appears to be working correctly. So as someone else mentioned in this thread I believe the problem is with one of the updates that was released yesterday. Hope this helps...

Thanks Scott, I removed all the updates that I can see installed for Windows 7 on that list KB2679255, KB2656373 and as well as IE9. Restarted, rescanned for updates and only selected the optional update for IE9 and it installed OK. Then I restarted rescanned for updates and the updated for IE9 showed up again. Tried to install and it failed again. Interesting side note. The first time it installs it does not prompt for end user license agreement, the second time around before it yaks it does ask for the agreement. I hope MS comes up with some sort of solution for this.

Anyone else working with Microsoft on this? I'm working on a time critical server that I need to get into production and after spending 3+ hours troubleshooting, I decided to give them a call. I'm using 2008 R2 Standard on an ESXi 5 VM. I've rebuilt the VM, reinstalled the OS, uninstalled/reinstalled EI9 with different methods/orders, installed VMWare Tools, didn't install them, sfc /scannow, etc., etc. I've worked with a couple of engineers from the configuration and IE teams, but so far the time has been spent running diags and sending log files - with no change in functionality. Of note, in the Windows Update log, the engineer noted that an IE 8 update failed before IE9 was presented/installed. Also, one of them thought maybe that the "datastore was corrupted," but wouldn't be more specific. As of now, I'm rebuilding the VM, reinstalling the OS, and taking the suggestion of ScottGriffen and not installing any updates from the 4/10/12 patch release.

I have just done a fresh install of Windows 2008 R2. I immediately ran updates and received the following error after some updates were done: "Code 9C48 Windows Update encountered an unknown error." This error occured when trying to install the following update "Windows Internet Explorer 9 for Windows Server 2008 R2 for x64-based Systems". I have tried to download and install IE9 manually and also tried to reinstall the OS and do updates again. Nothing has worked. Any suggestions? Sorry not to be of any further help but I have to add a plus 1 for two freshly installed Win7 64bit machines, both of which have the same 9c48 error. I have uninstalled & reinstalled IE, switched on Windows Module Installer service, switched off the antivirus and also tried with a 'clean-boot' - No success so far. I hope MS gets this sorted soon, it's beginning to be embarrassing for us as our customers are waiting for these machines. :( JB

I don't believe I am seeing error 9C48 but this thread showed up when I was trying to see what recent patches may have caused WMI to get hosed on a system I am using. we had KB2656373 along with KB2675157 (IE 8 update) which seem to be culprits here. I was uninstalling .net patches but it sounds like maybe the IE patch could have hosted WMI ?

Hello All, So I have done some additional testing. It appears that as long as you install all updates prior the updates released on 4/10/12 then come back and install the updates from 4/10/12 everything works correctly. Sense the majority of us on this thread have been attempting to update new machines (i.e. Windows 7, Server 2008R2, etc...) with all the updates at the same time it's apparently attempting to install some of the updates from 4/10/12 ahead of some of the older updates thus causing the problem. You would think Windows Update would order the updates accordingly but apparently not. So long story short install updates prior to 4/10/12 first then come back and install the remaining updates from 4/10/12 and everything appears to work correctly. Good luck to all... What a freaking headache... I just tried a fresh install and did everything except for what was offered on 4/10/12. Unfortunately, Windows Update still shows IE 9 as being offered (along with the other 4/10/12 updates). I went ahead and installed these updates and the IE9 install kicked back 9C48. No change for me.

This is horrible. I have installed three VMs and all are having this problem. Unfortunately I cannot reinstall them now and apply the updates as Scott suggests. I have hidden the update and moved on. IE9 appears to be working okay and the OS is not complaining. My only concern is will Windows Update apply future IE9 security updates. After hiding the update all continues on as normal. I guess I will find out next update Tuesday with an IE 9 update.

I did one more install where I de-selected all of the 4/10/12 updates AND the initial IE9 offering. After installing all of of the 4/10/12 patches, IE9 was offered again, but this time it had the 4/10/12 date. I installed this one and rebooted and it came back clean with a green check mark. Five seconds later it switched back to offering IE9. I hid the update and am moving on. I would expect a patch soon; it's not like this is hard to reproduce.

Ok, This is starting to bug me... When I performed my additional testing this morning I had a VM from last night that I had finally been able to install all updates prior to 4/10/12 without being prompted for IE9 again. This morning I decided to install the remaining updates from 4/10/12 taking a snapshot before each update. I was able to install the remaining updates without being prompted for our beloved IE9 update. Sense then I have created 2 addtional VM's and am back to having the same problem. After checking back on this thread I see that others seem to be having the same problem following my earlier post. I am currently spinning up another VM from scratch and will post back the results. Sorry for the false hope... Got to love Microsoft.

I think this is just a faulty detection in windows update. Looks like ie9 is installed, and if I go to my updates history, I see that ie9 installed successfully. It also shows that ie9 failed to install on the subsequent attempts. Microsoft needs a fix to remove ie9 from being detected as an update if it's already installed. To concur with Jordicus Maximus and captain.brainiac, it does appear to be a detection problem with IE9. Notes from today's testing below: I installed Server 2008 R2 Standard w/SP1 fresh from disc, checked for updates, and installed all Important and Recommended updates except for IE9 (66 in total). After a reboot, I was presented with two further updates, KB2529073 and KB982018, which I installed, again temporarily ignoring the IE9 install. After another reboot, a check for updates only yielded the IE9 install. After install, I was prompted to restart. Every single update in my "View update history" link is marked as Successful, but lo and behold, there's still an Important update for the IE9 install. Attempting to go through that installation yields the same 9C48 error as before. Going into Programs and Features and checking Installed Updates does show IE9 is successfully there. Alternatively, I've also installed fresh from disc, and did ONLY the IE9 install as part of the initial updates. When the server rebooted and I checked for updates again, I did not get a request to install IE9, but the other 66 updates were present. Installing those and rebooting yielded the two further updates AND the IE9 install again. It certainly seems that something in the past handful of days (on the 04/10/2012 updates?) is causing IE9 to not be detected correctly.

Ok, Here is some more information. So after retracing my steps from yesterday I discovered that KB2675157 is not installed and does not show up in Windows Update. However, I am now receiving our favorite error of Code 9C48 and seeing IE9 Update again. Maybe KB2675157 is causing some of the issues...

I found KB2675157 also not installed does not show up in Windows Update. I looked into - KB2675157 is an update for IE8. So once IE9 is installed, it is no longer necessary.

I am having the same issue, but here's the weird thing. I have built four new servers over the past three days. My install script automatically runs updates as I go, and was also configured to install IE9 during the install process, from the IE9 installer included in my image files. One the first three servers, I was able to manually uninstall IE9 afterwards, and then let Windows Update reinstall it, and all worked just fine. On the fourth server, (as I saw this issue brewing on the first three builds), I manually quit the IE9 install during the deployment. I then installed IE9 from Windows Update, and now I am in the same non-stop loop.

Agreed. It's now September 2012, I've just installed two VMs with W2K8R2 and still ran into this error. While using Windows Update IE9 always ended up with an installation error. This workaround definitely did the job for me: Setup a machine from scratch - only the fresh installation from the iso, nothing more. Configured internet access and downloaded IE9 (just the little installer with 500 KB). Then installed IE9 which went pretty smooth, no reboot needed. Final step was to download all the other nice patches and upates - no issues at all. My machines are now running fine with all currently available updates. HTH.
