You can create a GPO to define a SRP which would allow only specific application to run and give domain users local administrator rights to the machines however, this approach is bit risky ! Unlike the runas command, Sudo for Windows preserves the user's profile and ownership of created objects http://sourceforge.net/projects/sudowin/ OR Identify the registry keys of specific application which needs admin rights to run (you might want to consult the application vendor as well) , use GPP or a script to grant Admin rights to domain users or security groups on those specific keys.
