No its not possible to create a cluster without storage in Windows Server 2003. Instead you can try a virtual storage software rather than physical

Hello Sathish,
Absolutely not. You can't create a cluster without share storage.
Besides to Syed's post, you can use Starwind ISCSI software to build virtual storage.

Like Ravi had suggested you can use Native SAN (good news there should be a free version with V6 update soon) or any other HA DAS mirroring software (SteelEye or Double Take were reported working).

Edit: The link mentioned in your post talks about Majority Node Set !!! not relevant in this context.
IF AT ALL it's possible to create cluster without shared storage, I am interested in knowing how it can be configured ? If you come across any such references, please share the information with us here.
Like others already mentioned before it's NOT POSSIBLE to create cluster without shared storage either hardware based shared storage or software based shared storage.
Exchange CCR clusters do not have shared storage however that's not what you are looking for in this context.
Following are the basic requirements for 2 node fail over cluster setup:
Shared storage
(could be iSCSI or FC SAN etc...)
Application which you would install on cluster should be "Cluster Aware"
Adequate NICs on each nodes; (min 2, could be more depending on the need) 1 NIC for Heartbeat and other one for normal cluster communication.
Active Directory
Adequate free static IP addresses which would be used in cluster setup. Min 5 static IP addresses 2 IPs for Heart beat, 2 IPs for cluster communication, 1 IP for Cluster.
Domain Service Account (Account should not expire) which would be used for cluster configuration.
If you are trying to setup and learn clustering, You can setup a lab environment with Virtual PC or Oracle VM Virtual Box or VMware Workstation on your PC. Virtual PC only supports 32bit Operating Systems.
To start with, I would suggest you to go through following...

Sathishc,
The resource that was provided by you explains what the Nodes Majority is very good. I`d recommended to probably pay a little bit more attention to it.
As per your initial question - it is definitely not possible to create cluster that you want without the shared storage, and I am 100% agree with gentlemen that are participating in this discussion.
