Hi,

WinRM is designed to improve hardware management in a network environment with various devices running a variety of operating systems. The entire design of the service is focused on monitoring and managing remote computers by implementing an interoperable standard protocol. For more details, please refer to following article.

Windows Remote Management (WinRM) Overview

Configure-SMRemoting is an application which locate in %windir%\system32. When enable Server Manager remote management by PowerShell command, you can use Configure-SMRemoting.exe enable to enable all required firewall rule exceptions.

If any update, please feel free to let me know.

Hope this helps.

Best regards,

Justin Gu
