Where is new network connection wizard

I got it. I want to add a loopback interface:Created loopback interface (Add Hardware > Network Adapter > Microsoft)But still I can't see:in Network and Sharing Center | Set up a Connection or Network.

Hello,Download the DevCon compressed file, and then extract the files:a. Visit the following Microsoft Web site for download: DevConb. Save the Devcon.exe file to a folder on your computer, and then open the folder.c. Double-click Devcon.exe.d. In the Unzip to path box, type the folder where you want to unzip the files, and then click Unzip.e. Click OK, and then Close to complete the unzip process.2.
