We are running Windows 7 workstations and IE 9.   GPO is running on 2008r2

We were given a GPO by a vendor.   It does some stuff to IE that I can't figure out.  Example.  

Title Bar Text is set to Vendor Name.  Yet I can't find this setting in the GPO.  It says under SETTINGS it is User Config\Policies\Windows Settings\Internet Explorer Maintenance yet Internet Explorer Maintenance does NOT exist.

Also, once IE is open you do NOT have any address bar so you can't type in any address like  www.Microsoft.com

I Googled this and found out there are HLCU\SOFTWARE\Policies\Microsoft\Internet Explorer\Infodelivery\Restrictions  keys and I DELETED These keys from the GPO and I logged onto my target machine and manually delted these keys as well.

yet, even after a Reboot I still can't see an address bar.

Where are the above settings in GPO?

Question:  if the vendor created this policy in a 2003 domain would that cause my issue in a 2008 domain?   Just wondering.

Before going further, sorry for the delayed response.

Based on the description, first of all,  if our domain controller is Windows Server 2008 R2 and the IE on the server is below IE10, IEM should still be available in GPO. Besides, to check what group policy settings are be applied to clients or users, we can run command gpresult/h report.html to collect group policy result report to check this. This report will tell us the specific location of the settings in GPOs which have been applied to the users or machines. Note, to check computer part settings, we need to run the command with admin privileges.
