Why I need to upgrade from Azure 1.3 to 1.8

going forward you will not be able to deploy new cloud services using older SDK versions, or at least you'll not be able to get support for:
WINDOWS AZURE SDK POLICY
Windows Azure Cloud Services will support no fewer than the latest two SDK versions for deploying new Cloud Services.

First I should say the new version of sdk is 2.0, not 1.8. So if you want to upgrade sdk, please update to 2.0 directly. It is hard to say what is new or different feature or advantage between 1.3 and 1.8 (2.0). You know many versions between them. Between each version we don't change a lot. We may fix some bugs and issues in the new version and update some new library (the biggest change is the storage library). Also we provide more support on some preview services in sdk. You can know about them in my above link from each version changes.
