Also is the web console working locally when you open it from the SCOM Server ? Or is it not working any where ?

Did you change the URL or any configuration on the web config file ?

Did you try repairing the Web console ?

The problem is due to the line "<machineKey validationKey="AutoGenerate,IsolateApps" decryptionKey="AutoGenerate,IsolateApps" validation="3DES" decryption="3DES"/>" was added twice at web.config file.
