Hi,
If you are scaling from 1 to 2+ instances, the initial server is recycled. This is by design, and in order to have full SLA, you need to have 2 or more instances at all time.
This is according to the SLA agreement (link Below)
"For Cloud Services, we guarantee that when you deploy two or more role instances in different fault and upgrade domains, your Internet facing roles will have external connectivity at least 99.95% of the time."

There are some workarounds to handle scenarios like this, where you have 1 instance to start with while autoscaling, which is discussed in the following stackoverflow thread. However the Recommended approach to have high availability according to SLA
is to have atleast 2 instances of your role.
