We need to know if this idea is supported
We currently have a 2003 foundation level single label domain that we are working towards migrating through all the steps to get it up to a fully current and supported (not single label) domain running 2012r2.  Right now our firs step is to add a 2008R2 domain server into the forest and promote it up to primary in order to replace the current 2003 DCs.  We need to know if this is currently supported, and if it will be supported when 2003 hits end of life.

Is your ultimate goal that Migration from Windows Server 2003 to Windows Server 2012 R2?

If in that case, you could refer to the guide migrate from Windows Server 2003 to Windows Server 2012 R2.

In your scenario, you have add a 2008R2 domain server into the forest. If you want to demote and get down server 2003, you need to transfer FSMO roles first. And you could check the article for more details.
