Wait Operation Time Out

I have a website which communicates with my Azure Sql Database which was on S0 tier.  The user table has 30 rows or so.  The error occurred during the process of logging in.  I moved it to the S1 tier but I need to know how if that was the problem or not. The website is not on Azure FYI.  I couldn't get a screen shot of the error to upload to this forum but the basic text is as follows

Server Error in '/' Application

The wait operation timed out

That may indeed be an answer.  To solve the problem though we moved the website onto Azure and the problem was eliminated.
