WINS replication problem

We had two servers running WINS. WINSERV1 is a Windows 2003 SP2 server and WINSERV2 is a Windows 2008 R2 server, and they are replication partners. WINS replication worked properly between these servers. I want to get rid of WINSERV1, so I installed WINS on another Windows 2008 R2 server (call it WINSERV3). I made WINSERV3 a replication partner of WINSERV2. Replication seemed to be working among all these servers. My problem is with the static WINS records for Linux and other non-Windows resources. They were created on and are owned by WINSERV1, and they were replicated out to WINSERV2. When I created WINSERV3, they also replicated from WINSERV2 to WINSERV3. Since I want to get rid of WINSERV1, I created a new static record on WINSERV3, owned by WINSERV3, then deleted the old identical record (owned by WINSERV1) from all three WINS servers. However, this new static entry will not replicate from WINSERV3 to WINSERV2. I have verified that new dynamic entries replicate nornmally from WINSERV3 to WINSERV2 and then on to WINSERV1, but I can't get this static entry to replicate. Until I can get this fixed, I won't delete any other of the static records owned by WINSERV1. I found documentation about the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Wins\Partners\Push\<partner IP address>\OnlyDynRecs that blocks replication of static records. This key did not exist on any of these servers, which means the server does not block replication. To make sure this wasn't the problem, I created the key and gave it a value of zero, which also does not block replication. (Creating this key and setting it to 1 blocks replication of static WINS records). I still cannot get that static WINS record to replicate from WINSERV3 to WINSERV2. What do I need to do to get replication of static WINS records working? Thank you very much for your help.
