If anyone has some hint on this topic, i'll be very grateful ......

My idea (or problem) is to perform full backup over the weekend (Sunday) and incremental backup daily from Monday to Saturday.

As we know, server backup perform, let's say diff or inc backup (it is not completely true ) for next 15 days from the last backup and than full backup again.

So, i want to start new full backup every Sunday, not every 15 days.

As i use dedicated disk(volume) for this backup cycle. I also want to backup this disk(backup) to tape with another tool and keep it for 4 cycles(28 days).

So, there are two questions:

1. How to accomplish weekly cycle (force new FULL backup) ?
2. Is it possible to restore saved backup (disk) from tape and then restore something from that disk ?

As for option 2, you will need some software that works with Tapes. You can use windows backup to USB and internal drives but that's it.  There are multiple different software vendors that will allow you to backup to tape but these will probably replace windows backups completely for all your backup needs.
