For some reason Local DC1 server is not servicing but my remote DC is servicing. Local DC1 is up. Why this issue?

I do know DC2 is down. But that shouldn't let LOCA users get serviced by LOCB DC1.

It is configured. How differently can I configure. I followed pretty much MS articles. Per other reponse I believe I need to look into DCLocator weight.
