W32time won't syncronize
I have been trying to get my server to syncronize with our NTP server. I went through all of the windows regestry data and have created an error file. Here is the contents after attempting to sync. Any help would be appreciated. Thanks

1.
Can other domain members sync the time normally?
2.
When did the issue start to occur?
Generally, the third party security software, such as antivirus program and firewall may cause such issue. You may disable them to check the result.
In addition, you may perform the following commands to manually synchronize time:
1. "net stop w32time".
2. "w32time –update"
3. "net start w32time"
4. Optional Stage - "dsquery server -hasfsmo pdc" - The result will reflect if the client find the PDC (or PDC Emulator) server.
5. Check the System event log to ensure that the W32Time service has not logged additional error messages.
If it does not work, I also would like to suggest you try the Microsoft “Fix it” tool to reconfigure an authoritative time server from the
following link:
How to configure an authoritative time server in Windows Server
http://support.microsoft.com/kb/816042
If the issue persists, would you please run the following commands on the problematic domain computer and post the content of time.txt in your next reply.

Hi All, Currently there is no domain, just a workgroup. It is a small network with SCADA computers on it and no access to the internet.
We have another server (server #2) that exists on an external network with 2 network cards. We don't know the implications of creating a domain. We are concerned that the server with 2 network cards that is a member of the external network
won't be happy with being on 2 networks in 2 different domains.
Short answer. No Domain. So I don't think that the server is a PDC.
Which is what I think the problem is but would like to try and get around this if possible.
All the other computers in the workgroup will sync to the server as part of the workgroup.
1. I have restarted the service after going through the Microsoft settings to make it sync to NTP time server.
2. Currently we don't have a domain just a workgroup.
3. Can a server be configured to be a PDC without a domain and have everything work normally if all of the other computers are not part of the domain?
