Users losing access to your incidents (Affected User)

We are a funny situation in our service manager.

Some users could not see the incidents where this user is the affected user. But if an incident is in a queue where this user has access.

The permission ImpliedIncidentAffectedUser  is granted to user through the WorkItemAffectedUser relationship, right?

When I remove user of affected user in an incident where user is the affected, save the incident and reapply user to incident, all incidents appear to user again.

Any idea what might be happening???
