I'd check the policy for those users.

User Configuration \ Administrative Templates \ Windows Components \ Windows Explorer \ Do not move deleted files to the Recycle Bin

Thanks for your reply,

But it is not working. AND WHEN I HAVE CREATED NEW USERS ON THE SAME OU. this problem is automatically resolved. it means this is another issue not a policy issue.

But it is not working.

What is not working? RSOP? or something else?

there are multiple users on same ou. all users have file deleted permanently (not going recycle bin). when i have created new users in same OU then problem is fixed.

It Means not a policy issue it something else.

Does not matter. I'd still check the policy via RSOP NoRecycleFiles may have got turned on and needs to be turned off or deleted from registry.

I'd still look for HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoRecycleFiles = 1

If found set it to Zero or delete the NoRecycleFiles

I'd start at the top of tree while affected user is logged on and search for NoRecycleFiles as it can exist in multiple locations.
