Using portal.azure.com you'll see our machine learning guidance when you upgrade from Web/Business to Basic/Standard/premium. Regardless, it will be very important to understand your DTU consumption (CPU/IO/Memory resources). In some cases you
may be able to map on price, in other cases you'll need to know the DTU consumption.
As you may already know, Web/business databases are billed on size. In Basic/Standard/premium databases are billed on DTUs (or resources using plain English).
