Unable to single sign on without providing account synchronization

Hi,

I followed the steps specified in this documentation. As specified in the documentation users should be able to Single sign on after configuring the single sign on settings, but we are unable to do so. Only after providing the account synchronization i.e the second step int the documentation, we are able to SSO. So, is it mandatory to provide account synchronization configurations?? But the documentation says SSO will be enabled even when we only configure the SSO settings without configuring the account synchronization.
