UPD Appears to Be Broken

RDS 2012 R2. We have 1 RDS gateway with 1 connection broker and 2 session hosts and we are using UPD. We publish apps using remoteapp. When users use a published app, they often get a temp profile. When an admin logs in to the actual server (not using a published app), they to get a temp profile. Here is the event logs:

I know there are a bunch of threads here and places on the internet that are filled with this sort of problem. I have tried the suggestions that were applicable to us but still get this issue. Any ideas or any other places to look to see better what is going on?

Please check permissions configured on user profile disk, to see whether profile owners have full control permissions on their own profiles.

I have set the permissions on the root user profile disk folder to domain users and a specific user with full control -> same temp profile on both users. I have done all the TP suggested. The domain administrator logs in and get a TEMP profile. We have 2 session hosts and when i rdp to the first session host, it redirects me to the 2nd session host. The local administrator does NOT get the temp profile (or at least not that time i just tried). I have just disabled UPD and still domain administrator get temp profile! The last thing that was done was windows updates. I read somewhere that the servers need to be restarted in a particular order. Has anyone ever heard of that?

Things have worked fine today without UPD being enabled. Currently, our UPD is on a NAS and connected via iSCSI. I wonder if this is the problem? What is the recommended place to house UPD?

All that I can find regarding official statement for storage of User Profiles Disk is User profile disks can be stored on Server Message Block (SMB) shares, cluster shared volumes, SANs, or local storage.
