Since the problem is related to Lync, I suggest you could post in the Lync forum.

In addition, here is the similar thread disscussed before, you may have a check.

Among the problem, it is more related to NICs problem.  If NICs have problems to autonegotiate. Or default settings on the NIC doesn't fit to switch capabilities. For devices, there maybe only firmware upgrades or changing the devices.
