Hi, Can you install or uninstall other MSI based applications such as Microsoft Office or Windows Live Messenger? If so, we can infer Windows Installer is working properly and this issue lies in the Symantec Backup program. As it is manufactured by a company independent of Microsoft, we are not the best resource to troubleshoot this issue. I suggest contacting Symantec for directly assistance. If Microsoft Office or Windows Live Messenger cannot be installed or uninstalled with the same error, I am afraid that Windows Installer is corrupt. I suggest trying the following methods to repair it: Method 1 Verify the DCOM Permissions ======================== 1. Log on an account with administrator privileges. 2. Click Start, type dcomcnfg, and then press Enter. 3. Expand Component Services and Computers, right click My Computer and select Properties. 4. On the Default properties tab: 5. In the Default Authentication Level list, click Connect. 6. In the Default Impersonation Level list, click Identify, and then click OK. Method 2 Give Full Control Permission to the SYSTEM Account ======================================= 1. Start Windows Explorer, right-click the computers root hard drive, and then click Properties. 2. Click the Security tab, and then click Edit. 3. In the Group or user names box, click the SYSTEM account. 4. Under Allow, make sure the Full Control checkbox is checked , and then click OK. Method 3 Verify the Registry Permissions ========================== 1. Click Start, type Regedt32 and then press Enter. 2. Select HKEY_CLASSES_ROOT, on the Edit menu, click Permissions. 3. Verify that the SYSTEM account has been added and that it has Full control. If it does not, add the SYSTEM account with Full control. 4. Please use the same method to give Full control permission to the following registry keys: HKEY_CURRENT_USER HKEY_LOCAL_MACHINE HKEY_USERS HKEY_CURRENT_CONFIG Method 4 Verify the Windows Installer service properties =================================== 1. Open the Service control panel by searching for services.msc on the Start Menu. 2. Right-click on Windows Installer and then select Properties. 3. Verify that the service is set to Manual Startup type and that the path to the executable is c:\Windows\system32\msiexec /V. (I am assuming C is your system drive) 4. Verify that the service is set to Log on as the Local System account on the Log On tab. Method 5 Import the registry ===================== 1. Backup the following registry first: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer 2. Download the MSIServer_08SP2.reg file from the following site: https://sftus.one.microsoft.com/choosetransfer.aspx?key=5c4fd804-f700-4a68-b9bf-462862643402 Password: lfwwT[XIcpGt 3. Double-click the file to import the registry. Hope it helps. Tim Quan - MSFT

Hi Tim, I've run into this issue as well. Would you mind reactivating the download one more time? Perhaps this should be posted as a regular "solution" on the MS web site, as it seems to be fixing a regularly occurring problem. Thanks!

I was getting this exact error while trying to install Symantec Backup Exec 12.5 on my shiny, new Dell Poweredge R710 with Windows Server 2008 R2. I had the Broadcom network cards teamed using Broadcom's applet (downloaded from Dell). Once I dissolved the team and configured one nic, I was able to complete my install. I do not know if this will fix anyone else's issue, but I thought I would share that tidbit.

We have the same issue and are now not getting backups on the Exchange server which of course is very very dangerous to my career :-) Is there any way to get this download activated or a link to this file? Thanks you so much. jdupree@symon.com or bronxbrothers@gmail.com

Hi Tim I am running a windows 2008 sp2 x64 server and have the same problem. If I try and install or remove an application I get the error message " Error 1719. The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance." I have tried a number of fixes but with no success. Do you think the fix you posted would work and if so could you post it again so I can give it a go. Thanks Roger

Hi, You can export the following registry key from a working Windows server 2008 64bit system and then import it to your problematic Windows server 2008 64bit system. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver Tim Quan - MSFT That post by Tim is what fixed it for me. Everyone who may have this issue in the future please refer to this post instead of asking for a download. Thanks Tim!
