TerminalServices-Licensing Event ID 42 error code 14

Every time the License Server issues a license, the following event is generated on the License Server

Description:      An error occurred in policy module "Policy Module for company Microsoft Corporation product A02 has denied new license request with error code 14.".

So even though it states the license request was denied it still issues a license.  I have removed and then reinstalled the TS Licensing role service, as per https://technet.microsoft.com/en-us/library/ee891189.aspx and checked the registry key

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\TermServLicensing\Policy\Microsoft Corporation\A02

DLL = %SystemRoot%\system32\tls236.dll

  • OS: Windows Server 2012 R2 Standard (Core)
  • Licenses: Windows Server 2012 - Installed RDS Per Device CAL
  • Published in AD, member of the Terminal Server License Servers group in AD, registered as a service connection point
  • Activation Status: Activated, Discovery Scope: Forest, Configuration: OK
  • No internet connectivity (activation was done from a PC with connectivity)

Does anyone know what Event ID 42 error code 14 relates to?

Hi,

Please check below comment quoted fromthis thread.
This is expected behaviour. When a terminal server is configured to use Per Device licensing mode, and a client computer or device connects to a terminal server for the first time, the client computer or device is issued a temporary license by default. When a client computer or device connects to a terminal server for the second time, if the Terminal Services license server is activated and enough TS Per Device CALs are available, the license server issues the client computer or device a permanent TS Per Device CAL. If the license server is not activated or does not have any TS Per Device CALs available, the device will continue to use the temporary license. The temporary license is valid for 90 days.
