Are you doing in Windows 7 or server 2008 if so,you need to enable the telnet option in windows 7 (add and remove programs--->turn windows features NO or OFF and select Telnet) and server--->server manager. //Eswar Koneti @ http://eskonr.wordpress.com/

HuaMin, Can you telnet other Windows server? It seems to be not a telnet issue, this behavior may occur if requested ports are not opened or denied by firewall.
