I have one windows server 2003 configured with TS license 2003. Now I need to deploy one windows 2008 r2 and using RDS.
1. Is TS license 2003 applicable on my Windows 2008 r2?
2. Is both windows able to share the TS license?

No, TS 2003 CALs cannot be issued to RD Session host 2008 R2. Refer to matrix below -

This matrix defines what type of CALs can be issued to the specified terminal server (Windows Server 2003 or Windows Server 2008) or Remote Desktop Session Host server
(Windows Server 2008 R2).
