I seem to be able to connect to my desktop using my public ip and open port in my home network and also just directly using my home network. However, when I am away from home I can't seem to connect and exception thrown as shown in subject. What would my issue be?

If you are using public IP address to connect, then, it could be a network issue.

I suggest you try use a computer connecting to the network where the issue occurs to ping the public IP address to verify it.
