According to your description, we need to verify which ways you choose to configure SQL Server failover cluster on Windows azure. If you choose to create
the Virtual Network and Domain Controller Server firstly and then create VM for SQL Server failover cluster, we need to verify if you use a virtual router of VMware and it is not accessible for passive nodes or other VMs.
However, if you choose to use Powershell script to create a cluster in Azure environment. And set cluster IP address to static IP 169.254.1.1, then you cant ping this Cluster IP from passive node due to this local IP address.
